Reagent costs are worked out like the profession pages: a vendor's price for what a vendor sells, otherwise the latest auction scan, otherwise what a vendor pays for it, which shows as At least because it is the lowest the reagent can cost.
Skill is the level a Blueprint is learned at or, for a first object, where the recipe turns yellow and crafting it stops being guaranteed to raise your skill. Where the client has neither, no skill is shown, and the quest that teaches a first object is not in its data.
